My experience with Electronic Cigarette

e-cigarettes do have tobacco (actually you can also choose nicotine free, or a gradation of nicotine levels), it is in liquid form and is inhaled with a water atomizer. it is considered much safer than smoking, no tar, no smoke (water vapor) etc.
if there are other hazards, it is unclear.
